To challenge a Penalty Charge Notice parking ticket on the grounds that you did not commit the offence:

In accordance with the Road Traffic Act 1991, my challenge is on the basis that the contravention did not occur. [State the reasons why].
Please find enclosed evidence to this effect, in the form of [if evidence is available, state the details and why it backs up your case].
For this reason I look forward to receiving notification that the Penalty Charge Notice has been cancelled within 28 days.

[State whether the contravention occurred either by a previous or new owner and dates when your ownership began or ceased] Please find enclosed evidence to this effect, in the form of [if evidence is available, state the details and why it backs up your case].

I am writing to formally challenge the above Penalty Charge Notice.
In accordance with the Road Traffic Act 1991, my challenge is on the basis that at the time the above PCN was issued, my vehicle had been taken without consent.
I reported the vehicle stolen to the [state which force] police on [date] and was issued with the following crime reference number: [No: xxxxxxxxxx]. I remain the legal owner of the vehicle as it has since been recovered and returned to me on [Date]. But as you will see from the enclosed [police report/evidence] the vehicle was not in my care at the time the Penalty Charge Notice was issued.
For this reason I look forward to receiving notification that my liability for the Penalty Charge Notice has been voided, within 28 days.
